Paul was a Roman citizen, and Roman citizens were not subject to crucifixion. It is my understanding that Jesus was handed to the Romans for crucifixion under Roman law. I’m not clear on whether Roman law forbid crucifixion or, as Magness says, Jews just didn’t do it under their law.
