Realigning market incentives is an important piece of the puzzle, but this working definition won't work. Certain advertisers could benefit from association with low-quality content. Facebook groups pander to hyper-partisans with incendiary click-bait and drive site traffic. A brand selling pro-Trump merchandise would benefit from associating with ads and influencers promoting election fraud conspiracies, QAnon, and more. Perhaps, "Quality content is fact-based, fact-driven, and respectful of people and view points"? AI could scan for keywords related to the topic that indicate factual grounding and/or sentence structure that suggest a factual basis or disrespect, hate speech, etc.
